EC failed to implement poll code: INSEC

KATHMANDU, Nov 14/The Informal Sector Service Center (INSEC) has said that the Election Commission (EC) has failed to effectively implement the election code of conduct.
According to a report titled ‘CA Election Code of Conduct Violation Monitoring Report 2013’ released by INSEC, the agitating 33-party alliance led by CPN-Maoist has made the highest number of poll code violations. The report also says that a total of 521 incidents of poll code violations were recorded from October 18 to November 11. “Of these, 136 incidents of poll code violations have been carried out by the CPN-Maoist alone,” reads the report.
Speaking to media persons in Kathmandu on Wednesday, human rights activist Subodh Pyakurel said, “We strongly demand that the Election Commission (EC) take measures to check violations of the poll code.” He also urged the constitutional body not to be influenced by a “particular political party”.
Pyakurel accused EC of failing to fulfill its responsibility. “EC has failed to check poll code violations,” he claimed. He said they would submit a written request to EC asking the constitutional body to take action against poll code violators.
“We have urged the constitutional body only to accept voter ID cards for voting,” said Pyakurel, adding that the other identity cards, like citizenship certificate, should not be accepted.
“The highest number of poll code violations have been reported in Bardiya district,” reads the report. The report has placed Okhaldunga in the 10th position with only 14 incidents of poll code violations.
Compared to other political parties, UCPN (Maoist) was found to have carrying out its electoral campaigns in schools, says the report.
